LILOA DRIVE EXTENSION
VICINITY OF EAST WAIPU‘ILANI ROAD TO VICINITY OF KA‘ONO‘ULU STREET, MAUI

Pursuant to the National Environmental Policy Act (NEPA), the United States Department of Transportation, Federal Highway Administration (FHWA) gives notice of availability of a NEPA Environmental Assessment (EA) and requests public comment on the proposed 4,900-foot extension of Liloa Drive from the vicinity of East Waipu‘ilani Road to the vicinity of Ka‘ono‘ulu Street. The Proposed Action would include curb, gutter, sidewalk, curb ramps, bridge crossings at existing drainageways, a shared use path for both pedestrians and bicyclists, signage and striping, utility adjustments and relocations, and landscaping. While the project will primarily occur within the existing road right-of-way (ROW) that has long been planned for the Liloa Drive Extension project, construction will require temporary rights-of-entry (ROE) or temporary construction easements from some landowners immediately abutting the corridor to facilitate construction of the project. In addition, a limited number of permanent easements and acquisitions will be required. The FHWA anticipates the project would result in less than significant impacts on the quality of the human or natural environment.

Written comments must be received or postmarked by December 19, 2025 to be considered.  
 

Chapter 343, HRS Environmental Assessment

A Hawai‘i state Chapter 343, HRS Environmental Assessment (EA) was prepared for the project and  includes a number of technical studies to assess potential impacts and mitigation measures.  These studies include archaeological review, cultural impact assessment, traffic impact analysis report, noise study, air quality study, and biological resources study.  The Final EA and Finding of No Significant Impact (FONSI) was published on August 23, 2025.  The Final EA is available for download at the links below:

Permits: 

The following Federal, State, and County approvals are anticipated to be required:

  • Special Management Area Use Permit from Maui Planning Commission

  • U.S. Army Corps of Engineers Nationwide Permit (for work at gulch crossings)

  • Section 7 Endangered Species Act Consultation

  • Section 106 National Historic Preservation Act Consultation

  • Flood Development Permit

  • Construction Permits

Project Construction:

  • Phase I: construction is anticipated to begin in 2027 and take 18 - 24 months to complete

  • Phase II: construction will commence after completion of Phase I and acquiring necessary funding
